Company protested wage rate addendum to Department of Labor schedule, alleging that it was unnecessary to acknowledge it, and that it contained an error. Protest to GAO was untimely and may not be considered under "good cause" exception, despite assertion that procuring agency advised company to appeal the addendum. (DJM)
