Protest against Cancellation of Solicitation

A company protested against the cancellation of a solicitation because of an erroneous estimate of paintable area of closet interiors. The protest was denied since proper course is to cancel and resolicit. Protest based on alleged improper rescission and claim for damages was denied, because the bidder's actions before any award were anticipatory and unreasonable without written confirmation. The claim based on estoppel was also denied.
