During a preaward survey for Marine Corps electronic equipment shelter contract, company orally proposed to add materials in performance of contract. The survey team member then advised the contracting officer that company's bid was nonresponsive. The bid should not have been rejected as nonresponsive, and the proposal to add materials is construed as an alternative approach. Award of the contract to company was recommended.
