Technical Evaluation Should Be Rescored

Unsuccessful bidder protested rejection of bid on technical evaluation basis; alleged that prior unsolicited bid had been basis for present request for proposal, and evaluation board personnel were not qualified; and questioned propriety of retired Air Force personnel at preproposal conference. Proposals should be rescored, but the rest of the protest was dismissed.
