A company protested the award of a small business set-aside contract by the Army Corps of Engineers for construction of facilities at Fort Campbell, Kentucky, questioning the small business size status of the awardee. The protest concerning small business size was untimely, but the Small Business Act was interpreted to mean that the government may pay premium price to a small business. The determination concerning bid price reasonableness was sustained.
