Request for Reconsideration of Bid Cancellation

The protester requested reconsideration of a decision which denied its protest against the cancellation of an invitation for bids. Although the stated reason for cancelling the invitation for bids did not mention that the specification had been determined to be inadequate, ambiguous, or otherwise deficient, the fact that the actual needs of the Government were not adequately defined in the original invitation made any award under that solicitation improper.
