Protest to Cancellation of Solicitation

The low bidders in a Defense Supply Agency solicitation protested cancellation after the Agency determined that undefined terms could result in price rises after award. The Agency may properly cancel portions of the solicitation, and compelling reasons were found to exist for the cancellation.
