Bid Bond Is Not Defective Even Though Bidder Failed to Supply Certification

A company requested a review of a National Cancer Insitute grant for construction of a research facility at Howard University, alleging failure to supply certification concerning authorization of corporate president. The bid was not considered defective although certification was not provided.
