Protest to Allegedly Improper Contract Award

A company protested an award by the Naval Regional Procurement Office to a competitor for finishing deck surfaces. Protester alleged improper disclosure of prices during procurement and improper requests for an additional round of offers. There was no showing of improper price disclosure, nor of prejudice by protester resulting from the request for additional offers, and late proposal modifications are properly considered only when due to government mishandling.
