A firm requested relief from a mistake in bid, resulting from an error in addition, which was not discovered until after it was awarded the contract to make railroad repairs. The differences among the firm's bid price, the government estimate and the second lowest bid were not so great as to have placed the contracting officer on constructive notice of possibility of mistake. No relief may be granted from a valid and binding contract.
