Bidder Submits Bid Bonds Which Expire Prior to 120-Day Bid Acceptance Period

Munck Systems, Inc. protested the proposed award of contracts for two 35-ton cranes at Air Force Bases in Delaware and California to any other contractor. Munck had submitted two irrevocable letters of credit with its apparent low bid, but the letters of credit expired prior to the 120-day acceptance period. Since Government interest would not be secured after bond expiration, rejection of the bid was deemed proper.
