Employee requested reconsideration of claim for per diem and mileage incident to relocation. He refused to sign agreement to remain with government for following year, and instead resigned, so travel expenses may not be paid. Mileage for private automobile is not allowed when there is no prior authorization. Law does not require per diem upon assignment to temporary duty station. To compute severance pay, military service not interrupting civilian service should not be counted.
