Indebtedness for Cost of Travel Expenses

Authorized Certifying Officer Orris C. Huet requested a decision concerning the Government's liability for expenses of an employee traveling, while on leave, an indirect route to an official meeting which he was unable to attend because of flight cancellation. The Government was liable for reimbursable expenses of the employee so long as the expenses do not exceed direct travel costs.
