Liability of Certifying Officer

Employees who resigned from the Community Services Administration (CSA) and accepted employment with the Federally-funded Legal Services Corporation were paid bonuses equal to a portion of accrued annual and sick leave. The certifying officer of CSA may certify the sick leave balances and approve lump sum payments for annual leave without liability for subsequent bonus payments by the Corporation.
