A Department of Agriculture Certifying Officer questioned whether a Forest Service employee transferred from Atlanta, Georgia, to Washington, D.C., can be reimbursed for per diem instead of actual subsistence payments while staying with his family on temporary duty in Atlanta. The employee may not be reimbursed for lodging expenses based on his family's mortgage, utility, and maintenance expenses because they are not incurred by reason of official travel.
