Request for Dislocation Allowance for Member Transferred from Ship to Shore Duty

A National Oceanic Atmospheric Administration Corps member claimed a dislocation allowance as a member without dependent in connection with his transfer from ship to shore station. Since the home port of a ship was considered the permanent duty station, the member was not entitled to the allowance.
