Remission of Debts of Enlisted Personnel

The propriety of the Navy's remission of travel advances to Navy enlisted members detailed to the State Department was questioned. The indebtedness should be borne by the Department of the Navy's appropriations since the sums advanced are considered as payments for and on behalf of the Department.
