Relocation Expenses Erroneously Paid for Transfers for Training

The claimants erroneously were paid extra money for relocation expenses to a training site and were notified of their debt. They started estoppel proceedings against the Government. The estoppel action was denied since the money was paid on an appointive basis under proper statutory authority rather than on a contractual basis.
