Settlement of Equal Employment Opportunity Complaints under the Back Pay Act

The Mayor of the District of Columbia, asked whether the Back Pay Act provides authority to settle Equal Employment Opportunity complaints without a finding of discrimination. This authority does not exist where there is no unjustified personnel action.
