Setoff against Block Grant Funds

Opinion was requested as to whether the Law Enforcement Assistance Administration (LEAA) may make a setoff against appropriated funds statutorily required for distribution of current block grants to the States to settle a past claim of LEAA. Such a setoff is not allowed, nor can LEAA withhold further grant payments against cancellation of debt.
