A decision was requested as to whether the Joint Travel Regulations may be changed to authorize nontemporary storage of household goods in cases where a military member is unable, due to an operational requirement of his unit, to accept delivery prior to the expiration of the temporary storage period. Storage in excess of the 180 days permitted could not reasonably be considered as temporary within the contemplation of the statute. Therefore, this provision of the Joint Travel Regulations may not be legally amended without congressional approval.
