A company protested the determination that it was not a responsible bidder, contending that the procuring activity's conclusion that its bid price would result in a loss was erroneous and that the agency should have accepted its cost projections. Since the agency was not required to order the total four-year quantity, computation of the costs on a yearly basis was proper and realistic. The agency's refusal to rely on the protester's projected costs was not arbitrary in view of past cost experience. The record supported the determination that the protester did not possess a strong financial capability and that it was doubtful that the protester could successfully perform the contract.
