Protest Involving Multi-Year Procurement

A company protested the determination that it was not a responsible bidder, contending that the procuring activity's conclusion that its bid price would result in a loss was erroneous and that the agency should have accepted its cost projections. Since the agency was not required to order the total four-year quantity, computation of the costs on a yearly basis was proper and realistic.
