A company protested against the manner in which negotiations were conducted and the substantiveness of exceptions taken to the solicitation requirements, contending that it was not advised of the unacceptability of its proposal qualifications during negotiations. Since the record did not provide sufficient evidence to resolve this factual dispute conclusively and since the record did show that a reasonable negotiation opportunity was extended, there was no basis to question the award. The fact that best and final offers were requested without advising the protester a second time that its exceptions were unacceptable was not prejudicial.
