Interpretation of Indenture Executed Between General Services Administration and the Joint Board of Texarkana Airport Authority

An opinion was requested interpreting an indenture transferring certain leased property at the Texarkana, Arkansas, Municipal Airport to the Joint Board of the Texarkana Airport Authority. The Joint Board has suspended further military flights until the runways are repaired in a safe condition. It is proper for the Army to pay 74 percent of extraordinary maintenance costs to repair the runways since substantially all of the extraordinary maintenance burden has been engendered as a result of government use of the runways.
