An employee claimed overtime compensation for time spent in a travel status. Since the employee was assigned on a rotational basis for 90-day periods as part of his regular duties, his travel may not be regarded as overtime. The agency may deny the employee reimbursement for mileage when the use of his automobile is discretionary, and it is within the agency's discretion to establish a radius within which per diem is not payable.
