Highlights

A company protested against the rejection of its low bid because it had been determined to be nonresponsible. The determination of nonresponsibility, based on a negative award recommendation and a preaward survey, was affirmed by the Small Business Administration's (SBA's) refusal to issue a Certificate of Competency, and GAO has no authority to review SBA's determinations in this regard.
