An employee appealed the disallowance of his claim for reimbursement of legal expenses and a loan processing fee incurred in connection with purchase of a residence incident to a transfer. He may not be reimbursed for legal fees for services involving legal advice, but he may be reimbursed for legal fees attributable to recording an option purchase agreement. A 1 percent loan fee paid to the employee's mortgagee may not be reimbursed as a finance charge in the absence of a statement indicating the portion of the total fee representing excluded charges.
