A company requested reconsideration of a decision which held its protest involving procurement procedures to be untimely, contending that it did not appeal to GAO until it received a final denial of its protest to the agency and that it was never advised of appellate procedures. The prior decision was affirmed since no additional facts or arguments were presented showing it to be erroneous and, although the protester was not informed of protest procedures, the procedures have been published in the Federal Register.
