Rejection of Bid as Nonresponsive

The protester objected to the rejection of its low bid as nonresponsive. While the invitation specified delivery within 280 days after date of award, the telegraphic bid offered delivery 280 days after receipt of award. Rejection of the bid as nonresponsive was proper since the bid effectively added the maximum number of days normally required for delivery of the award through the mails to the contract delivery period, thereby exceeding the required delivery schedule.
