A decision was requested as to whether a claim for temporary quarters subsistence expense could be paid if an employee occupied a furnished apartment at his new duty station for almost 1 year. The claim was allowable since the employee manifested his intent not to permanently occupy the apartment by continuously attempting to secure a permanent residence after his arrival. A decision as to the proper weight on which to base computation of the employee's entitlement to a commuted rate for transportation of his household goods was also requested. Although only one of four weight slips provided by the employee was certified as household goods, there was no requirement for such certification.
