Appeal of Claims Settlement

A company appealed a claims settlement, contending that the Navy owed it $1,973.76 for underwear for which the Navy had no record of receipt. Retrieval of additional records to substantiate the claim is virtually impossible, and no new evidence was presented to establish the merits of the claim.
