Protest Against Rejection of Bid as Nonresponsive for Failure To Include Affirmative Action Certification

The protester objected to the rejection of its bid as nonresponsive. The bid was properly rejected as nonresponsive since the portions of the invitation containing the affirmative action requirements and certification were not submitted with the bid at bid opening. Information submitted after bid opening was not for consideration in determining the responsiveness of the bid.
