Jurisdiction Over Foreign Military Sales Act Contract Award

Questions were raised concerning GAO jurisdiction in a noncompetitive Navy contract award protest. Since the award was subject to the Foreign Military Sales Act and did not involve appropriated funds, it was not subject to consideration by GAO.
