Request for Modification of Bid Price

The low bidder, recognizing that it could not perform at the price bid, telegraphed a modification increasing its bid price. The contracting officer maintained that a price modification could not be granted because it was received late. In view of the disparity between the low bid and the other offers, the contracting officer should have been on constructive notice of a possible mistake in the bid and should have allowed correction.
