The protester objected to the rejection of its bid by the prime contractor who, acting as an independent contractor and without any government participation, procured a system for installation in a government-owned plant and title to the property vested in the government at the time of delivery. A subcontract award was made "for" the government, and protest jurisdiction existed. The solicitation provision relied upon in rejecting the bid was known to exist prior to bid opening; the protest, which was filed after bid opening, was untimely and not for consideration.
