The protester objected to the agency's announced intention to terminate its contract for the convenience of the Government. Since the low bidder's offer should not have been rejected as nonresponsive for failure to submit employee resumes, it was appropriate and not an abuse of discretion for the contracting agency to terminate for convenience a contract awarded to another bidder. However, the contractor should have been provided an opportunity to comment on the protest by the low bidder prior to termination of the contract.
