The agency claimed reimbursement for damaged goods, but the airline denied the claim, contending that the claim was not filed within the requisite time period. The claim against the airline was not subject to the usual notice requirements because of the use of a government bill of lading. This created an ambiguity over the applicability of the notice requirements which was resolved in favor of the shipper.
