Payments to Contractor Owing Unpaid Taxes

A decision was requested on the propriety of paying the balance due on a partial payment contract since the contractor owed unpaid taxes to the United States. The remaining contract balance should be paid to the Internal Revenue Service which had served a levy for back taxes on the contractor.
