Allegations of Defective Specifications

A potential subcontractor alleged defects in the prime contractor's solicitation and claimed that it was led to believe that the specifications would be rewritten and bid opening would be postponed. The protest concerning defective specifications was not filed until after bid opening and was untimely. The protester's own documents did not indicate that it was misled concerning delay of bid opening.
