Protest Questioning Adequacy of Affirmative Action Plan

A protester contended that the awardee's affirmative action plan (AAP) was deficient and maintained that the awardee should not have received the contract. The question of the adequacy of an AAP involves bidder responsibility, a matter which GAO generally does not consider.
