Reimbursement of Travel Expenses to High-Rate Geographical Area

A decision was requested with regard to reimbursement of per diem for travel of less than 24 hours to a high-rate geographical area even though no lodging is involved. There are no separate provisions in the travel regulations for reimbursement of subsistence expense for travel of less than 24 hours when no lodging is involved. The employee should be reimbursed for actual subsistence expenses as provided for high-rate geographical areas.
