Protest Involving Evaluation of Bid

A protester questioned the reasonableness of the contracting officer's evaluation of a cover letter attached to the protester's bid which instructed the agency to "deduct from each labor unit 70 percent." The contracting officer properly applied the deduction only to "unit labor" and not to items which included both labor and material costs.
