Reconsideration of Advance Decision That Low Bid Was Nonresponsive

The protester requested reconsideration of an advance decision to the contracting officer that the low bid was nonresponsive and not acceptable for award. The prior decision which concluded that the bid omitting pages of the solicitation containing material provisions was nonresponsive, notwithstanding that it contained every page which required an entry, was affirmed.
