A company requested reconsideration of a decision denying its protest against the agency's reopening of price negotiations on the basis of positions taken in GAO decisions to the effect that such action should be taken only for valid reasons. The request for a second round of best and final offers when the 120-day offer acceptance period expired was not objectionable since it was determined that changed economic conditions could make the pricing of original offers unrealistic; the prior decision was affirmed.
