Protest Concerning Failure To Fill in Section of Bid

A company protested award of several contracts, contending that rejection of its bid as nonresponsive was improper because failure to fill in a section of the bid was a clerical error. The failure to include information concerning capability to perform the services rendered the bid nonresponsive. Allowing the protester to complete its bid would be prejudicial to other bidders.
