A company protested rejection of its bid and award to any other bidder, alleging that its unopened bid was the low bid. The bid was sent by certified mail 28 hours before bid opening but arrived late and may not be considered. Lateness was not due to a delay in the mail but to the protester's failure to allow sufficient time for delivery of the bid.
