Bid Not Responsive to Brand Name or Equal Requirements

A company contended that the bid of the awardee did not comply with specification requirements. The awardee's bid was not responsive to certain "brand name or equal" requirements, resulting in improper award of the contract. In addition, the solicitation was defective for listing characteristics not essential to the Government's needs. The contract should be terminated and readvertised to reflect only the actual needs of the Government.
