Protest Against Consideration of Late Bid Modification

A company protested consideration of a late telegraphic bid modification which would displace it as the low bidder. The times marked by machine for receipt of the bid were inaccurate and inconsistent. However, the Government's decision to consider the bid modification was proper since evidence established that the bid may have been timely received but for Government mishandling.
