A company protested the award of a contract to the low bidder, contending that its bid was nonresponsive because of failure to properly execute the bid bond. Acceptance of the bid was proper because: (1) omission of the "Certificate as to Corporation" from the bid bond may be waived as a minor deviation; (2) failure of the corporate surety to have his signature attested to did not affect execution of the bond; and (3) the contracting officer reasonably concluded that the bid was signed by an authorized individual.
