An advance decision was requested with regard to a claim for payment of certain costs incident to an employee's transfer from the continental United States to a permanent post overseas. The employee may be reimbursed for the cost of transformers necessary to accommodate 110-V electrical equipment under miscellaneous expenses allowances but not for the cost of new clocks or automobile equipment for an automobile not authorized nor shipped at government expense. When an apartment is not located within the United States, the cost of recording the lease is reimbursable if such cost is customary in the area.
